Senior Manager, Communications and Outreach

Job Description

Bring your communications, outreach, strategic planning and managerial experience and knowledge to the team at the Environmental Commissioner of Ontario (ECO), an independent officer of the Legislative Assembly of Ontario. The ECO is mandated with reporting to the Legislature on the implementation of the Environmental Bill of Rights, 1993 (EBR), and progress in Ontario on climate change, energy conservation, and other environmental issues.

Using your communications, outreach and management expertise, this position will lead and oversee all aspects of the ECO’s communications and outreach strategies and programs.

Job Responsibilities

As a key member of the senior management team, you will:

  • identify and anticipate the ECO’s communications and outreach needs, opportunities, challenges and implications.
  • lead, develop and deliver the ECO’s communications and outreach strategies, programs and policies. This includes conceptualizing, developing, and implementing strategic communications, education and outreach strategies, plans and programs that highlight the activities of the ECO, promote a positive image to the public, and inform stakeholders about the EBR and the ECO’s role, mandate, and reports. .
  • lead, manage and deliver digital, social and print communications and outreach products (e.g., news releases, remarks, newsletters, speeches) and activities (e.g., presentations, workshops, webinars) in support of the organization’s goals and priorities.
  • provide leadership, management, mentoring, co-ordination and technical expertise to a small team of communications and outreach professionals to deliver results. .
  • co-ordinate and facilitate work between ECO teams to ensure an effective, consistent, coordinated approach to communications. .
  • provide input into the content, messaging, style, appearance, and delivery of the ECO’s reports, presentations and other products. .
  • act as the ECO’s lead media liaison and representative, establishing and facilitating pro-active and positive relationships with media organizations and representatives, occasionally acting as a key spokesperson for the ECO in public-facing communications. .
  • evaluate and make recommendations on the effectiveness of the ECO’s communications and outreach programs and products, leading the collection and analysis of metrics and key indicators to evaluate the ECO’s communications and outreach programs, assess progress against objectives and impacts on desired outcomes, and develop recommendations to improve outcomes and processes. .
  • provide strategic communications advice, and executive-level communications support to the Commissioner and senior management. .
  • provide crisis communications advice by anticipating risks and vulnerabilities, and formulating the ECO’s internal response strategies. .
  • Minimum of 5 years’ senior experience in a leadership role in communications, overseeing communications and outreach strategies, programs and products.
  • Experience developing and implementing communications/outreach strategies and plans, and preparing and delivering a variety of digital, print and social communications products.
  • Experience leading, developing, managing and coaching a highly motivated team of professionals.
  • Superior communication (written, oral and presentation) skills, and advanced skills in substantive editing, copy editing and proofreading.
  • Expertise in structuring, organizing and managing multiple complex projects, with a proven track record of successful project completion.
  • Excellent judgement and political acuity to deal with highly visible, complex and politically sensitive issues.
  • Experience providing strategic communications advice and crisis communications support in a high-profile and contentious environment.
  • Demonstrated strategic planning, project management, problem-solving, research and analytical skills to anticipate issues, analyze their impacts, and develop options and recommendations.
  • Experience measuring and analyzing metrics and key indicators to evaluate and improve communications and outreach programs.
  • Demonstrated working knowledge of communications, public and media relations, journalism, marketing, promotion, education and outreach, and media.
  • Sound knowledge of outreach/public education program and partnership development methodologies.
  • Excellent interpersonal skills to lead teams, collaborate with colleagues, and build positive relationships with media, stakeholders and the public.
  • Knowledge of the key stakeholders, influencers and decision makers in Ontario related to climate change, energy and other environmental fields.
  • Knowledge of environmental concepts and issues is considered an asset.
  • Accreditation through the International Association of Business Communicators or the Canadian Public Relations Society is considered an asset.
  • Advanced fluency in French (oral and written) is considered an asset.
