Communications and Marketing Specialist

Job Description

Under the direction of the Director of Utilities, and part of the Utilities Leadership team, the Communications & Marketing Specialist is responsible for providing a full range of communications and marketing services and programs to the Utilities department. This includes developing and implementing communications strategies, recommendations, producing communication materials to a variety of target audiences using a variety of mediums.

Responsibilities

·         Manages, develops and implements communication and marketing strategies and programs for department business plans, projects and programs to support achievement of department goals

·         Identifies emerging issues and opportunities and implements strategies where communication activities can contribute to reaching department objectives

·         Forecasts, develops, manages and adheres to budget related to communications and marketing

·         Educates and influences behaviour change through effective communications with target audiences

·         Writes and develops communications including themes, key messages, copy writing services for a wide range of mediums (web, social media, media release, print, advertising, presentation) and various audiences (internal and external), special events

·         Research and identify new and effective tools and mediums for reaching Utilities’ target audience

·         Develops and implements public engagement/consultation strategies and report on results to support programs and services

·         Provides direction to department staff in communication and marketing related decisions to contribute to the successful planning, development and implementation of department programs, services and events that meet target audience needs

·         Provides support and assists with the development of corporate communication initiatives as required based on relevant experience and department needs. Examples might include social and digital media, branding or other new corporate initiatives 

Skills and Abilities

·         Excellent written and verbal communication skills and a strong understanding of clear communication and marketing principles and experience with their practical application

·         Ability to explain complex ideas to audiences unfamiliar with technical concepts and/or requirements

·         Ability to clearly explain complex information, promoting understanding, and ensuring clarity of message for intended audience.

·         Ability to write effectively for a wide range of mediums (print, advertising, media relations, web, social media and related technology).

·         Ability to actively listen to others to identify key issues and opportunities to develop key messages and best approach.

·         Ability to think creatively and make the best use of technology available

·         Ability to handle multiple priorities and work effectively with restricted timelines and changing priorities

·         Knowledge of budget process and ability to forecast total costs related to marketing and communication needs

·         Knowledge of community event planning and experience with promoting programs and services at public forums

Qualifications

·         Degree or diploma in Marketing, Communications or related field with a minimum of 3-5 years’ experience with demonstrated expertise and experience in providing communications services (communications planning, emergency communications, special events)

·         Experience with web and related technology skills is required

·         Experience in graphic design theory and practice would be considered an asset

·         Experience with Adobe Creative Suite Design Premium package would be considered an asset

·         IABC or CPRS accreditation an asset

·         Experience in behaviour driven services would be an asset as well as experience working in the public sector
 

The annual salary range for this temporary full-time position is $72,163 to $90,199, working 35 hours per week until approximately August 22, 2018.
